Symptoms
On : 12.2.10 version,
When assigning employee to the work order operation, observe that two notification are sent to the employees
Expect to have a single notification per operation and employee
The issue can be reproduced at will with the following steps:
1. [R] Maintenance Super User
2. Work Order tab, edit work order
3. Add employee to the operation and resource
4. observe 2 notification for the given user
