Workflow error when users submit a timecard

Error Message ORA-01502: index 'HXC.HXC_TIME_CATEGORIES_PK' or partition of such index is in unusable state

STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Self Service >time > Create timecard > Submit timecard
2- Navigate to workflow Web Administrator
3- Found workflow generated with the error ORA-01502: index 'HXC.HXC_TIME_CATEGORIES_PK' or partition of such index is in unusable state
