After Patch 30906592 One Stop Checkout Screen Does Not Appear (Doc ID 2813670.1)

On : 12.2.4 version, Requisition Creation

After <Patch 30906592> to resolve JBO errors as per <Note 2720918.1>, the One Stop Checkout popup screen does not display and the user is routed back to the iProcurement Home page

The issue can be reproduced at will with the following steps:
1. Non-Catalog Request (NCR) is created and added to shopping cart
2. Click Checkout and small popup window stating "Continue Shopping" is only option and one stop shop screen does not appear
3. Clicks on Continue Shopping and navigate back to Home page and then re-clicks on Checkout
4. The expected one stop shop popup then appears and can continue
