Symptoms
After applying patch 23195925, the following error occurs when navigating to the Billing Plan preventing access to the Billing Plan at all:

Exception Details.
oracle.apps.fnd.framework.OAException: Could not load application module 'oracle.apps.ont.htmlui.actions.recbilling.server.ONTRecBillingAM'.
at oracle.apps.fnd.framework.webui.OAJSPApplicationRegistry.registerApplicationModule(OAJSPApplicationReistry.java:282)
at oracle.apps.fnd.framework.webui.OAJSPApplicationRegistry.registerApplicationModule(OAJSPApplicationRegistry.java:81)
STEPS

The issue can be reproduced at will with the following steps:
1. Order Management Super User Responsibility
2. Query and open a sales order
3. Navigate to Line
4. Go to Actions > Choose Billing Plan
5. New browser opens and exception is raised.
