On : 12.2.4 version, Setup of orgs, subs, locators

ACTUAL BEHAVIOR
---------------
Locator is not defaulted to WIP JOB screen

EXPECTED BEHAVIOR
-----------------------
Locator should be defaulted to WIP JOB screen based on Routing Setup

STEPS
-----------------------

The issue can be reproduced at will with the following steps:
1. Go to WIP Responsibility
2. Navigation Discrete --> Discrete JOB
3. Enter Assembly and classes
4. Click on Routing Tab
5. Locator and Sub-inventory should be defaulted
