Why Do Move Order Approval Requested Notifications Still Go To Item Planner Who Has Been End Dated ?

Expectation is move orders are auto approved if the planner is no longer active.

Steps to reproduce the issue:

End-date a planner (Inventory > Setup > Items > Planners > Query for the planner and put an end-date.
Create a move order for an item that still has the planner present on Item -> General planning tab
Send move order for approval.
No errors, Notification still goes out to the inactive planner.
