Symptoms

In Encumbrance enabled environment, getting error "ORA-01403: no data found in Package PO_DOCUMENT_CHECKS_PVT Procedure CHECK_REQUISITIONS" when try to submit Requisition which was created sometime ago for approval.

Reproducible Steps
++++++++++++++++++
1. Purchasing responsibility
2. Navigation = Requisitions > Requisitions
3. Query existing requisition which was created sometime ago and is still in INCOMPLETE status
4. Click 'Approve' button, then error "ORA-01403: no data found in Package PO_DOCUMENT_CHECKS_PVT Procedure CHECK_REQUISITIONS" was prompted.
