Symptoms
After applying the July CPU, unable to start the apache services.
While starting the application services with the adstrtal.sh script following error is seen

STEPS

The issue can be reproduced at will with the following steps:
1. Apply July 2021 CPU patches to EBS
2. Log in to EBS and navigate to $ADMIN_SCRIPTS_HOME
2. Start apache using the script adapcctl.sh
4. Apache services fail to start with status 204
