Lot Details Error In HTML Receiving Page

Symptoms
In the html Receiving form, the following error is occurring.
After entering the LOT information, when the user clicks the 'SAVE' button, the following Error message is displayed.
Error
"Row 1 Error - Lot Number XXXXX is a newly created lot, please click on the Lot Details button and review the lot attributes before saving."
Steps
The issue can be reproduced at will with the following steps:
1. Navigate to the html Receiving form
2. Enter the lot information
3. Select Save
