The issue can be reproduced at will with the following steps:
- Apply the 2021 Year End Phase 1 patch or Quarter 3 patch
- Using the US SUPER HRMS Manager responsibility > Submit the Concurrent Program > Single Request > Unacceptable Tax Balance Report
- Parameters: As of Date, Tax Type: FUTA or blank
- Observe the error
