Goal

 When running the constraint violation report, Internal Controls Manager does not look at menu exclusions listed on the responsibility.

For example, Purchasing View excludes the Function of 'Purchase Orders', and therefore users cannot enter a PO. However the constraint report finds this as a violation when entering a function of PO Summary: Create New PO. A user who has Purchasing View supposedly cannot use this function.

The system needs to exclude Function: 'PO Summary: Create New PO' from the Responsibility, rather than exclude Function: 'Purchase Orders'.
