Order Line Status Remains In Awaiting Export Screening Status After Being Sent To GTM And GTM Response Is Successful (Doc ID 2817311.1)

Symptoms

After upgrading to Release 12.2.10 from Release 12.1.3, the export compliance screening workflow is not working.
The workflow is set so that if the order is not shipped after 3 days they are to return to GTM.
The Ship Line step goes into timeout and is supposed to send via the XML Gateway but this is not happening in 12.2.10. 
This is a customized workflow.

The expectation is that the line will return to GTM as it did in Release 12.1.3.


The issue can be reproduced at will with the following steps:

1. Order Management responsibility
2. Enter sales order for export compliance screening with GTM.
3. Do not ship the order line(s) for 3 days.
4. Expect the line to revert to GTM but it does not.
