On : 12.2.7 version, Performance
ACTUAL BEHAVIOR
---------------
Material Cost Collection worker after R12.2.10 Upgrade
Cost Collection Manager and we found the in after upgrade to R12.2.10, the
Cost Collection Manager program does not spawn multiple Material Cost
Collection Workers, the way it works in prior instance. Therefore it
will impact the performance.
EXPECTED BEHAVIOR

Expect this to operate in a reasonable amount of time. Typically 2-10 minutes based on record load and frequency of run.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. (R) Cost Management
2. Submit Cost Collection process (can be started manually through -> Requests or setup as scheduled
