Goal

Why the field "Configuration Owner" in Tax Recovery Rate page does not show any values in List of Value (LOV) when defining a new tax recovery rate?

This issue is observed after upgrade from R12.1.3 to R12.2.7

Steps:
Responsibility: Tax Manager
Navigation: Tax Recovery Rates >
--Open Tax Regime LOV > Select Tax Regime >
--Click on Configuration Owner search > LOV is blank
