WebADI: Web Applications Desktop Integrator

Symptoms

After upgrading to 12.2.9 all users are experiencing the following error when attempting to upload data
from a saved Web Applications Desktop Integrator (WebADI) template when all Oracle APPS sessions are closed:

Login invalid, please try again.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create desired WebADI template and save to the desktop.
2. Close all Oracle APPS sessions.
3. Open the saved WebADI template and enter data then select Upload.
4. Error occurs.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use a saved WebADI template to upload data when all Oracle APPS sessions are closed.
