Incorrect quantities found in WIP Operations when new operation was added during Move transaction (Doc ID 2818459.1)

On : 12.2.8 version, Transactions

When attempting to do Move Order Transaction the following error occurs:

Incorrect quantities showing in WIP Operations once a new operation has
been added during Move Order transaction,

The issue can be reproduced at will with the following steps:

Steps to reproduce
1) Create a wip job for a quantity 10
2) Do a move transaction for the operation(eg Operation Sequence 30) from
   TEST Queue to TEST Run for quantity 10
3) Now the quantity shows as 10 for Op sequence 30 under TEST Run
   3.1) Add a new operation Op Sequence 20 AT for the WIP Job
4) Change the start quantity on the WIP Job to 15 and save
5) If you go to operations, the quantity for Op Sequence 20 AT shows as
   Qty of 15 in Queue and qty of 10 still shows in Operation Sequence 30 TEST.
   It was expected to show only qty of 5 in Op Sequence 20 AT as qty of 5 was
   already moved  from TEST Queue to TEST Run
