Performance Issue When Try To Change Plan Administrator Name (Doc ID 2818833.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Performance issue is present in self-service page when try to update plan administrator name ---> field Plan Administrator load for around 5 minutes

EXPECTED BEHAVIOR
-----------------------
Expected that no performance issue will be there when updating Plan Administrator name

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. (N) : HR Professional V4.0 responsibility > Performance Management > Performance Management Plans > search for the plan by name
2. Click on Update -> in Step 1 enter name for new Plan Administrator -> hit tab key -> It takes more than 5 minutes to populate the field
