WebADI Create Document Error <ERROR_MESSAGE>Undefined action: /value/BneApplicationService</ERROR_MESSAGE>

Symptoms
After upgrade, Web Applications Desktop Interator showing the following error after selecting
a menu item such as Create Document.
- <ROWSET>
- <ROW num="1">
<ERROR_MESSAGE>Undefined action: /value/BneApplicationService</ERROR_MESSAGE>
</ROW>
</ROWSET>
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using Desktop Integration responsibility
2. Navigate to Create Document
3. After selecting Create Document menu item the following error is displayed:

- <ROW num="1">
<ERROR_MESSAGE>Undefined action: /value/BneApplicationService</ERROR_MESSAGE>
</ROW>
</ROWSET>
Where "value" is the last directory noted in the directory listing of profile: Apps Servlet Agent.
Example value of the profile: http://servername:port/OA_HTML/value
This was working prior to the upgrade.
Due to this issue, no WebADI functionality can be used.
Changes
Upgrade from 12.1 to 12.2 version of E-Business Suite.
