HZ_PARTIES Email Address Does Not Sync To PER_ALL_PEOPLE_F When Updating Email To Null (Doc ID 2819671.1)

Symptoms

Actual Behavior :
When passing a null value for e-mail address to the API hr_person_api.update_person, the HR tables reflect the null e-mail address however the HZ_PARTIES table still reflects the original e-mail address.

Expected Behavior :
Expect that the HZ_PARTIES table mirrors PER_ALL_PEOPLE_F for the e-mail address field.
When an E-mail is entered as Null in the HR People form this updates HZ_PARTIES.

Steps to Reproduce :
The issue can be reproduced at will with the following steps:
1. Execute hr_person_api.update_person passing e-mail address as null
2. Check HZ_PARTIES.EMAIL_ADDRESS
       - See that it is not updated
