Depot Repair Error: 'Validation Error Happened!' When Creating WIP Jobs (Doc ID 2820207.1)

On : 12.2.9 version, Repair Job

When attempting to create Repair Job in Depot Repair,
the following error occurs 

ERROR
-----------------------
'Validation Error Happened!' can be seen on Service Order Form

In FND Debug log, seeing the following error:

Invalid or insufficient component subinventory/locator information for
inventory_item_id XXX and subinventory XX


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Log in Depot Repair Responsibility, navigate to Depot Repair Workbench
2. Create Service Order
3. Try to create Repair Job
