WebAdi Spreadsheets Creates Two Excel Files and Does not Recognize Flagged Rows (Doc ID 2820335.1)

Symptoms

Create WebAdi document from scratch. Initially a blank Excel file is created, which gives only 'Close' button option. Once closed, a second Excel file is opened and this one shows the WebAdi template.
Attempt to upload Webadi document, flag a few rows. Attempt to upload, nothing is uploaded and it looks like WebAdi tries to upload the blank Excel instead of the one having data.
Also the Oracle Ribbon is not properly created.

Observe: when the WebAdi document is created, two Excel documents remain opened: NAME_o.xlsm and NAME.xlsm
Trying to upload from NAME.xlsm does not find flagged rows. Closing NAME.xlsm and uploading from NAME_o.xlsm - the upload works.

The CONFIRMATION message shows:
0 row(s) failed validation, and 0 row(s) successfully uploaded. Flagged rows selected with no rows flagged in the document.


STEPS
The issue can be reproduced at will with the following steps:

1. Upgraded to 12.2.10 instance - Desktop Integration responsibility
2. Create Document > the template is successfully downloaded and prepared for data input
3. Flag a few rows and upload
4. The confirmation message appears and states '0 rows failed validation and 0 rows successfully upload, Flagged rows selected with no rows flagged in the document'
5. Basically flagged rows are not recognized and the upload is not possible
6. Observe Oracle Ribbon is not properly created

Changes

 Upgraded to 12.2.10. The functionality worked fine before the upgrade.
