ACTUAL BEHAVIOR
================
When attempting to open the Edit and Submit Requisition page the process takes over an hour to open.
Process seems to have a Major Performance issue.

EXPECTED BEHAVIOR
=================
Should be able to open the Edit and Submit Requisition page right away without any performance issue.

STEPS TO REPRODUCE
===================
The issue can be reproduced at will with the following steps:
1. Navigate to iProcurement Responsibility 
2. Navigation: iProcurement - Home Page ->> Shopping Cart ->>
3. Click: View Cart and Checkout ->> Click: "Edit" ->>
4. Appears to have a Performance problem - Opening the "Edit And Submit Requisition" Page.
5. Process takes over an hour to Open: "Edit And Submit Requisition" Page.
