UK: P11D Report PDF Generates Individual Working Sheets, but Not the Main Working Sheets, When There Are Multiple Benefits, Entered on Different Assignments (Doc ID 2821843.1)

Symptoms

Problem Statement:
One employee has two assignments, both assignments have P11D Element Entries.
Assignment 1 has Taxable Benefits calculated by the P11D Legislative Process,
Assignment 2 does not have Taxable Benefits, it has a zero value calculated by P11D Legislative Process,

When running the process P11D Reports PDF, the output shows the working sheets for both assignments are created but the main working sheets are not generated

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. From UK HRMS Responsibility>People>Enter and Maintain
2. Create an employee
3. Create two assignments for the employee.
4. Navigate to Others>P11D Entries. Attach Car and Car fuel 2003_04 to the first assignment with some values for cash equivalent.
5. Attach Relocation Expenses to the second assignment with cash equivalent as 0.
6. From Processes and Reports>Submit Processes and Reports, run P11D Legislative Process and P11D Reports (PDF) and check the output
