Symptoms

After an E-Business Suite (EBS) 12.1.3 platform migration from AIX to Linux, users encounter the following error message: 'Login failed. Please verify your login information or contact the system administrator'. 

The SQL statement select fnd_web_sec.validate_login('SYSADMIN','<password of SYSADMIN>') FROM DUAL; returns 'Y'--as per Doc ID 2680955.1  "...SQLs return "Y" which means the passwords are all right."  Also ,  AFSCJAVS.pls is at a high version of 120.11.12010000.15.

The FND:Debug / AFLOG output captures the following error message:

ERROR:[fnd.common.ErrorStack]:java.sql.SQLException: ORA-20001: Oracle error -20001: ORA-20001: Oracle error -1: ORA-00001: unique constraint (APPLSYS.FND_LOGINS_U1) violated has been detected in FND_SIGNON.AUDIT_USER. has been detected in FND_SIGNON.NEW_PROXY_ICX_SESSION.
