Symptoms
On 12.2, When attempting to run XML Report Publisher program upon selecting parameter the following error occurs
STEPS

The issue can be reproduced at will with the following steps:
1.Connect to EBS application
2.Navigate to XML Publisher Administrator responsibility
3.Click on Request -- Run submit XML Report Publisher program and enter parameter.
Changes
EBS upgrade from 12.1.3 to 12.2
For 12.2 instances change in the value set "XDO_REPORT_REQUEST_ID"
