"Enter Evaluation" is missing in RFI (Doc ID 2822111.1)

On : 12.2.3 version, Auction/RFx creation

ACTUAL BEHAVIOR
---------------
"Enter Evaluation" not appearing on RFI when logged in as Evaluator

EXPECTED BEHAVIOR
-----------------------
When logged in as Evaluator, "Enter evaluation" option should be available in the Actions menu on RFI

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as Evaluator
2. Go to Sourcing home
3. Search for RFI
4. Click on Actions menu
5. Observe that "Enter Evaluation" is not available in the list
