How to prevent requestor from approving requisition if approver delegates to the same requestor? (Doc ID 2822228.1)

Goal

Requisition is created and submitted for approval by user A. User B higher up in approval list has setup a vacation rule to delegate approvals to User A.

User A is then able to approve the requisition.

This appears to be an approval rule issue, is there any way to avoid this and implement approval rule authority for delegated documents?
