AR: Journal Entries Report (ARRGTA) Does Not Show Credit Memo Refund Applications (Doc ID 2822363.1)

Symptoms

When running the AR: Journal Entries report (ARRGTA), the report does not show credit memo refund applications, this is causing incorrect balance in the report.

Issue was initially resolved in following bug but has reappeared:
Bug 9379969 - REW : AR: JOURNAL ENTRIES REPORT DOESN'T SHOW CREDIT MEMO REFUND

Steps:
Receivables Responsibililty
Navigation: Control > Request > Run
Program: AR: Journal Entries Report
