Cannot Change Some User's Password When Signon Password No Reuse Is Set (Doc ID 2822396.1)

Symptoms

When changing user's password using "Users" form ((N) Security > User > Define),  it fails by the following error.

 This is very similar to "R12.2 After Upgrade Cannot Change SYSADMIN Password When Signon Password No Reuse Is Set (Doc ID 2761162.1)".
 Doc ID 2761162.1 says the problem occurs under following conditions.

   - Advance-Hash mode active ( SHA256, SHA384 or SHA512)
   - only for SYSADMIN
   - when profile Signon Password No Reuse is set
   - with AFSCJAV8.pls at version 120.18.12020000.62

But, this time, the error occurred for some of users other than SYSADMIN although other conditions were same as Doc ID 2761162.1.

 

Changes

 Upgrade to R12.2.
