Unable To Update Comments At Price List Header Level Due to Form Error: OE_LOCK_ROW_CHANGED (Doc ID 2822565.1)

Symptoms

On : 12.2.4 version, Price List

When attempting to update comments twice in a row on the price list header record,
the following error occurs.

The price list setup form shows error:
OE_LOCK_ROW_CHANGED


The issue can be reproduced at will with the following steps:
1. Responsibility: Oracle Pricing Manager
2. Navigate to: Price Lists > Price List Setup
3. Query the price list
4. Update the header's comment field
5. Save
6. Update the header's comment field a second time
7. Save
  Error shown:
  OE_LOCK_ROW_CHANGED
