GMSRGDR Revenue Generation Program Creates Duplicate Events Corruption if Errors are found in Revenue Output and is Re-run Without Error Correction

Symptoms
When running the GMSRGDR GMS: Generate Draft Revenue for a Single (Range) of Awards, if this program completes successfully but any revenue has errors such as AutoAccounting (AA) exceptions and the program is run again without fixing the underlying AA issue, it will create duplicate event corruption.
Steps to Reproduce:
Grants Accounting Responsibility
1. Project - Create Project 1xxx
2. Awards - Create award xxxx and fund project 1xxx
3. Budget - Award Budget - Created award budget and baseline.
4. Expenditures - Actuals - Pre-Approved Batch -Created pre-approved expenditure batch 12345 and released the batch.
5. Requests - Run - Submit process GMS: Costing and Funds Check on Straight Time Labor.
6. Requests - Run - Submit process PRC: Create and Distribute Burden Transactions.
7. Requests - Run - Submit process GMS: Generate Draft Revenue for a Single Award for award xxxx.
8. In review of the output from (8) Draft revenue ran and within the program there is an with AutoAccounting (AA) error.
9. Without fixing the AA issue - Requests - Run - Resubmitted process GMS: Generate Draft Revenue for a Single Award for award xxxx.
10. Process created duplicate revenue events as seen in the output for the revenue, there are now two entries for each revenue still with the error of AA failed now on both lines.
11. Without fixing the AA issue Requests - Run - Resubmitted process GMS: Generate Draft Revenue for a Single Award for award xxxx.
12. Process actually errors and will no longer run without program error for this award until the corruption is fixed.
