People Effort Does Not Display In Budgets And Forecast Summary

Symptoms
Upgrade from 12.1.3 to 12.2.10.
For all projects (upgraded and new projects), unable to view the People Effort for Budgets and Forecasts in the Budgets and Forecasts page. Able to
see the People Effort in Maintain Versions. People Effort can be screen in 12.1.3.
Reproduction Steps:
> Projects self service responsibility > Projects: Delivery > Search Projects.
> In the Search Projects page, click on the Advanced Search button. Enter in Project Number. Click the Go button. Click the Project Number link.
> Financial tab > Budgets and Forecast subtab.
> In the Budgets and Forecasts page, unable to view the People Effort for the Plan Type.
Changes
Upgrade from 12.1.3 to 12.2.10.
