Item Substitution Upon Batch Creation is Not Working if Substituted Item is the Same as Original Item with Just a Quantity Change (Doc ID 2823368.1)

Item Substitution does not work upon batch creation if the substituted item is the same as the original item but with a zero quantity (or apparently any quantity).
When substituting with a different item and zero quantity this does work.
It also works when running the Item Substitution for Batches concurrent program.

Expect item substitution to work upon batch creation under all valid scenarios

The issue can be reproduced at will with the following steps:
1. Create an Item Substitution List (Formulator > Setup > Item Substitution List Setup) in which the Replacement Item is the same as the Original Item and the Replacement Qty is 0 (in my testing it seems this can be any quantity). Associate a formula and set the status of the list to Approved for General Use.
2. Create a batch from a recipe that uses this formula (Production Supervisor > Batch Details > New).
3. The batch is created based on the quantity from the formula, instead of with a zero quantity for the item.
4. Run the Item Substitution for Batches concurrent program (View > Requests > Submit.
5. The batch is updated with zero quantity.
