Israel Localization: Objects which start with CLE does not exists (Doc ID 2824328.1)

Symptoms

Problem Statement
-----------------------
Though Israel localization patch i.e. 28006495:R12.CLE.B is applied none of the Descriptive flexfields (DFF's), menu's, functions which start with CLE exists in the environment.
Ideally post applying the relevant patch one should be able to view the DFF's, menu's, functions which start with CLE.
This is observed for the first time instance is configured to handle Israel localization.

Reference
-----------
1) (N) to System Administrator responsibility - Flexfield - Descriptive - Segments.
2) Search the form with 'CLE%' in name field.
3) Find that there exists no records with above criteria.

Expected Behavior
-----------------------
Expects that the form functions, menus, dff's etc or all objects which start with CLE, should be intact.
As without these one cannot configure environment under Israel localization.
