Direct Shipment Error: Instance Cannot be marked as Creation Complete (Doc ID 2824979.1)

Symptoms

 On :  12.2.9 version, Support Codes

Instances are not getting created by "Interface Install base Lines" program. The transaction is resulting in error.
The issue is happening for ISO Direct Shipment transaction when issuing org has serial control as "Sales Order Issue" and destination org has serial control as "At Receipt"

ERROR
-----------------------
Instance Cannot be marked as Creation Complete, because one or all of the following mandatory parameters are not available: Serial Number (If Serialized), Lot Number (If Lot Controlled), Revision (If Rev Controlled), Instance Location, Instance Status.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run "Interface Install base Lines" program to process ISO direct shipment transaction

The issue has the following business impact:
Due to this issue, instance creation is not happening
