Performance Issue with 'Periods - Close Period' Concurrent program (Doc ID 2825292.1)

Symptoms

GLOCPP module: Periods - Close Period has performance issues and takes a long time to complete.
Gather Schema Statistics program is also run and doesn't help with performance.

Steps to Reproduce:
Navigation:

1. Log into with GL Super user Responsibility.
2. Navigate to Setup-Open/Close
3. Close the period
