Symptoms

On : 12.2.10 version, Funds and Budgets

Users are unable to create Budget adjustments as unable to open the adjustment screen.

java.lang.NullPointerException



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Supplier Ship and Debit responsibility
2. Supplier Ship and Debit > Budget
3. Select Budget, goto budget checkbook
4. Click adjustments button .. error
