iProcurement ECC Data Load Process Fails on icx-catalog - ORA-01747 ORA-06512 (Doc ID 2827054.1)

Symptoms

In Oracle iProcurement, Release 12.2.10, with Oracle Enterprise Command Center version 6 (ECC V6), an error occurs when running the iProcurement ECC Data Load program.
Due to this issue, the iProcurement ECC data full load and incremental load cannot be performed, and therefore the users cannot see the ECC-related data in iProcurement.

The errors are seen in the concurrent request log file.

Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications.
2. Navigate to Purchasing responsibility > Reports > Run.
3. Submit the concurrent program "iProcurement ECC Data Load" with mode parameter "METADATA".
The program completes with the above errors.
