GST: Process Recovery Form(JAINRCLM) Does Not Allows Parallel Claim Of Transactions. (Doc ID 2828214.1)

Symptoms

ACTUAL BEHAVIOR
---------------
The Process Recovery form JAINRCLM does not allow more than one user to claim transaction simultaneously.

EXPECTED BEHAVIOR
-----------------------
Process recovery should allow more than one user to claim transaction in parallel to save man hours where number of transactions to be claimed are huge.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Navigate to oracle Financials for India responsibility
Goto Recovery Management  >  Process Claim
There is 1 ledger, 2 Operating Units and different OFI responsibility based on OU under this ledger.
2 users login from different usernames.
Navigate to OU specific responsibility and begin process claim.
Both users are able to query the list of transactions.
Transaction List is OU specific, hence transactions fetched for both users are different.
User A starts process claim and claims the 1st transaction, then continues with subsequent transactions in the list.

Second user (B) claims their 1st transaction (which apparently it is not claimed). After clicking on the 'Process' button the transaction disappears. Re-querying shows that transaction (which was claimed) by the second user is still available for claim.
As a result 2nd user needs to wait until 1st user completes his list There seems to be some restriction in system which is not allowing parallel process claim activity.
