ACTUAL BEHAVIOR

User is not able to update amount in Edit Lines page for amount based requisitions in iProcurement
EXPECTED BEHAVIOR
-----------------------
Amount field should be editable in Edit and Submit page for amount based requisition
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to iProcurement
2. Non catalog requests
3. Select Service based line type
4. Add the items to cart and create a requisition
5. Try to edit the requisition line.
6. Change the amount
7. System reverts the amount to old amount
