EBS: Unable to login with ORA-01000: maximum open cursors exceeded (Doc ID 2828397.1)

Symptoms

When attempting to log in to EBS after providing the crrdentials
the following error occurs.

ERROR

You have encountered an unexpected error.Please contact your system Adminstrator for Assistance

OAcore server logs show the following error messages

BEA-000000> <oracle.apps.fnd.login.LoginHelper.loadMessagesRegular
java.sql.SQLException: ORA-00604: error occurred at recursive SQL level 1
ORA-01000: maximum open cursors exceeded
ORA-00604: error occurred at recursive SQL level 1
ORA-01000: maximum open cursors exceeded
ORA-01000: maximum open cursors exceeded



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to the EBS login page
2. Provide the credentials
3. Home page is not displayed

4. Users see unexpected error is seen in the browser
