Symptoms

PRC: Distribute Labor Costs program rejects costs with reason code NO_COST_RULE Missing Cost Rule.

The PRC: Distribute Labor Costs log file contains the following information;

when retrieving the Labor Organization Costing Rule for the date of the expenditure item incurred by the employee

The cost rule is already available in the system.

Steps To Reproduce
---------------------

  1. Log into a Projects responsibility
  2. Navigate to Other > Requests > Run
  3. Submit PRC: Distribute Labor Costs
  4. Open program output and observe rejection reasons

Changes

 There was an organization change for the operating unit.
