User Defined City Upgrade Process Errors with 'ORA-01403: NO DATA FOUND' (Doc ID 2828890.1)

Symptoms



When attempting to execute the 'Geocode Upgrade Manager' process after applying patch 2021 Year End Phase 1 patch (33403340)
the subprocess, 'User Defined City Upgrade Process', ends with the following error,

STEPS

The issue can be reproduced at will with the following steps:
1. apply 2021 Year End Phase 1 patch (33403340)
2. CA HRMS Manager > Processes and Reports > Single Request > Geocode Upgrade Manager process
