API ENG_ECO_PUB.PROCESS_ECO is used to add the revised items and its components to a Change Order.
EXPECTED BEHAVIOR
-----------------------
It is expected that the API populates NULL values for the attributes where it is specifically passed as NULL so that the new revision will not have the old values.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add revised items and components to ECO(Engineering Change Object)
2. Call ENG_ECO_PUB.PROCESS_ECO API.
