ACTUAL BEHAVIOR

Taxes are not created in India Tax Details for Blanket Purchase Agreement (BPA)

ERROR
-----------------------
While entering the tax details then the below error message appears.

You cannot create records here

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigate to Purchasing Super User > Purchase Orders
2. Create a Blanket Purchase Agreement
3. Click on Tools > India Tax details . Error is encountered
