Symptoms

On : 12.2.6 version, OTL Setup

When attempting to API(HXT_GEN_AAI.Update_Otlr_Add_Assign_Info) ,
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Execute Assignment Time Info Update API (API hxt_gen_aai.Update_otlr_add_assign_info)
2. Error
