Unable to Create a Project Using Seiban Wizard as there are No Project Templates in the List of Values (LOV) (Doc ID 2829522.1)

Symptoms

When creating a new Job Order Costing type using the Project Number, there are no project templates in the LOV in which to choose.

Steps to Reproduce:

1. Access the Seiban Wizard menu from your current menu.
2. Question: What type of Job Order Costing do you want to use? Select: Using Project Number
3. Navigate through the wizard and there are no project templates to select.  Note there are plenty of project template available in Projects.
