PAXPREPR: Error ORA-06508 While Creating Project Not (Doc ID 2829710.1)

Symptoms

When attempting to create project,
the following error occurs.

ERROR

API:PA_PROJECT_UTLS2.VALIDATE_ATTRIBUTE_CHANGE SQL ERROR MESSAGE : ORA-06508: PL/SQL:COULD NOT FIND PROGRAM UNIT BEING CALLED


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Project responsibility,
2. Open Project form
3. Query template
4. Click Copy button to create a new project
