Symptoms

On : 12.2.9 version, Multiplatform Client

ACTUAL BEHAVIOR
---------------
Note Type and Visibility become non-editable in MFS

EXPECTED BEHAVIOR
-----------------------
Expect to be the same as In EBS Server, always the user will be able to change the Note Type and Visibility of the notes

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in MFS client
2. Create Note for SR, save
3. Sync with Enterprise
4. Log in MFS client again, check the entered SR note
