After creating and saving a public template in Oracle Time and Labor, it cannot be Re-queried
STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1. Login to application with Responsibility : Global OTL Super User >>Public template
2. Create new template and save it.
3. Try to re-query the template but it is not found.
4. When try to create it again get an error saying it already exists
